DETAILED QUALIFICATIONS

Bill Parker is the co-founder and Principal Partner of Parker Ostovich & Associates, LLC,  a defense consulting firm in Washington D.C., specializing in conventional Army and special operations areas of manned and unmanned aviation. He is an experienced Joint Program Executive Officer and Army Product Manager with a proven record of innovation, productivity, and efficiency. His 27 years of military experience provide a strong and broad knowledge in Materiel Acquisition Management, maintenance, and logistics.  Bill has extensive experience across the Integrated Defense Acquisition, Technology, and Logistics Life Cycle Management Framework and in depth expertise with Materiel Acquisition Management programs for rapid equipment fielding utilizing streamlined acquisition procedures in both conventional and classified environments.

He began his military career as an Army Aviator with an initial assignment as an Aviation platoon leader and maintenance officer test pilot for the 8th infantry division forward deployed in Europe, the 9th Infantry Division and Joint Task Force Bravo. He gained insight across the tactical, logistic and maintenance operations of rotary wing operations supporting infantry soldiers. His subsequent assignments combined multiple commands in Aviation maintenance, logistics, conventional and Special Operations Forces (SOF) program management positions.

His experience in a broad range of Acquisition leadership positions provides a strong suit in acquisition strategy, resource sponsorship, cost containment, interoperability and program execution of major DoD weapon systems. He has served as the Executive Officer and Senior Test and Evaluation Officer for Army Aviation Systems at the Army Test and Evaluation Command, Product Manager for the Mission Enhanced Little Bird program and Assistant Program Manager for multiple aircraft and logistics programs.

He established the Program Executive Office for Special Operations Rotary Wing at U.S. Special Operations Command where he put into practice many of the rapid acquisition processes used to rapidly field products to America’s finest warfighters engaged in combat operations around the globe.

Bill completed his military service as the Capabilities and Acquisition Director , J-8 The Joint  Staff, responsible to the Chairman of the Joint Chiefs of Staff for acquisition policy guidance supporting the requirements development on all Department of Defense ACAT-1 and designated JROC interest programs.  He prepared the Joint Chiefs of Staff leadership for major program reviews, Congressional testimony, and interagency executive committees on C4ISR, ground combat, aviation, naval, space, and business information systems. He was involved with shaping the new DoD 5000 series and initiating Joint urgent Operational Needs development programs supporting post 9-11 military operations.

He earned a M.S. in National Resource Strategy from the Industrial College of the Armed Forces, Wash, D.C. with an area of concentration in Strategic Supply, a M.S., Business Management, Webster University and a B.A., Communications, University of Florida. He holds a Level 3 Acquisition Certification for Program Management and RDT&E and Executive Program Management and Senior Acquisition certification.
